Subject: Evacuations IV
              Cash Levy

   The following regulation is issued at the direction of our
supervisory agency [Gestapo] for the raising resources in connection
with evacuation transports:

1. Every member of an evacuation transport should be induced to pay an
appropriate portion of his liquid assets (not including securities) to
the Reich Association. On that occasion it should be pointed out that
the amount to be paid is not less than 25% of the liquid assets (not
including securities).

2. This payment should be made as a donation the necessity for which
might be made clear to the donor in a suitable manner. On that
occasion it may be pointed out that the donations are intended
primarily for the cash amounts which are to be taken along by the
evacuation transports as well as for equipping the transport with
food, tools, etc. Any additional amounts will serve the Reich
Association in carrying out its tasks, especially welfare for its

3. Insofar as the the responsibility for preparing the property list
of a person assigned to an evacuation transport has been delegated by
the local State Police office to the Community Association or District
Office of the Reich Association, the cash levy is appropriately
connected with the preparation of the property lists. So far as this
is not the case, the members of the transport haveto be requested to
make their donation immediately upon handing in their lists. If at all
possible int hte time allowed the request should be personal;
otherwise it should be made by means of a circular letter addressed to
the transport members. In the event of future transports, the
appropriate local State Police office should be asked to hand over the
transport lists in time sufficient to make possible the donation.

4. Insofar as the transfer of money from blocked accounts requires
permission of currency control offices, appropriate requests are to be
made to the Superior Finance Presidents (Currency Control) who have
jurisdiction in the matter. These release requests must be provided
with an authorization signature by the appropriate State Police
office. Requests of this kind will be processed by the currency
control offices.

5. Those of the Community Associations and District Offices in whose
territory evacuations are to be prepared have to set up a special
account W in their banks. All receipts are to be deposited in special
account W and all payments connected with evacuation transports must
be made from special account W. So far as receipts may not suffice,
especially for the first payments, requests are to be made to the
Finance Administration of the Reich Association [ of the Jews] for
transfers of appropriate amounts to this account. Such requests, as
well as requests for the release of any sums in a special account W,
are to be made as early as possible with approximate indications of
probable expenditures and probable receipts.

6. In the monthly report, receipts in a special account W are to be
entered as increases in the fund, and expenditures as decreases.

7.  The instructions contained in this circular letter are effective
at once; they apply also to evacuation transports already in
preparation. Anything to the contrary in the circular "Evacuation III"
is void.
